The Modify product view form access permission allows employees to change, add or delete any fields in the form.

If the employee has this access permission disabled, he/she will not be able to create and show fields in the form through the cogwheel button.

You can also give the Make current product view form design default for other users access permission to the head of the department. He/she will set up the necessary fields, and other employees could not accidentally delete them or change the form.

To allow an employee to customize a product form, the View product catalog and Edit product access permissions should be enabled.
