In order to show Bitrix24 Control panel (for the self-hosted version), please open http://SITE_URL/bitrix/admin/settings.php?&mid=main&mid_menu=1 (or Control panel > Settings > System settings > Module settings > Settings)
Scroll down to Public section toolbar and delete "all visitors" in the "Never show toolbar for users".
